Democratic System Functions in Tibetan Settlements in Ladakh - 2003-06-30


Tibetan stringer Tsering Migmar reported that the Tibetans in Ladakh are implementing democracy in their settlements. They have active local council members who are elected by the people and they function like-any other city council members. The Dalai Lama has encouraged Tibetans in exile to practice democracy as much as possible, for example, setting up local parliaments and also local courts where people can exercise their legal rights. Decisions made by the local courts can be appealed to the Supreme Court in Dharmsala.
