Taiwanese Expert Says Tibetan Diplomacy Should be Model for Taiwan-China Dialogue - 2002-10-16

Taiwan’s Prof. Yang Kai-wan, who specializes in Taiwan-China relations at the Tunghai University, said at a press conference that Taiwan should learn from the Tibetan exiles how to conduct diplomacy with the People’s Republic of China. The Tibetan exiles just completed a visit to China and Tibet, he said, and long before the visit took place, there were secret contacts between Dharmsala and Beijing. Taiwan should look to Dharmsala as a model for its future dealings with Beijing. Before actual negotiations can begin, in order to build trust among the parties, “it is very important have secret dialogue and contacts,” added the professor.
