On the eve of the 2010 New Year, Tibetan Youth Congress submitted a memorandum to the UN Information Office in Delhi urging the United Nation to follow up and fulfill the assurance given to Tibetan Youth Congress upon their demand of the 2004 New York Hunger Strike to take up the case of Tulku Tenzin Delek to his restore fundamental human rights and to be released immediately. "The Information Secretary, Mr. R. K. Sharma received the memorandum". says Lhakpa Tsering the Cultural Secretary of TYC.
The memorandum also noted allegations to the Office of the High Commissioner for Human Rights for remaining elusive and inconsistent on the issue of Tibet, although the level of repression has increased in Tibet.
On the same day, TYC organised another demonstration at Jantar Mantar, Tibetan youth, monks and nuns demanded that the Chinese government release Tulku Tenzin Delek, a revered spiritual figure in eastern Tibet, and other political prisoners.
Chinese authorities arrested seven Tibetan protestors on December 5, 2009, after their failed attempt to meet Tulku Tenzin Delek at the Chengdu city jail.
