China Police Official Vows Pre-Emptive Strikes Against Threats to Government

A senior Chinese police official has vowed pre-emptive strikes against perceived threats to Communist Party control.

In a speech to security forces given December 18 and carried by state news Web sites Monday, Vice Minister for Public Security Yang Huanning said forces inside and outside China were stirring up chaos and sabotage to split the country.

Yang cited separatist sentiment in Tibet. He also singled out the far-western region of Xinjiang, where Muslim Uighurs have been fighting against Chinese rule.

He urged Chinese police forces to strike hard at hostile forces at home and abroad, at ethnic separatists, terrorists and the forces of religious extremism.

Yang's speech was released after prominent Chinese dissident Liu Xiaobo was sentenced Friday to 11 years in prison for subversion.
