Tibet's spiritual leader, the Dalai Lama, arrived in the Netherlands Wednesday -- the latest stop on his European tour.
He will spend three days meeting with Dutch Buddhists and Foreign Minister Maxime Verhagen.
But Dutch Prime Minister Jan Peter Balkenende has declined to meet with the Dalai Lama.
The Dalai Lama said he is not upset that the Dutch head of government will not meet with him, calling his visit non-political.
The Dalai Lama's European stops include Denmark, Iceland, and France.
China has officially protested official welcomes for the religious leader in Europe.
The Dalai Lama and his followers have been struggling to win autonomy for Chinese-ruled Tibet. Beijing accuses him of being a separatist and working for Tibetan independence, charges he denies.
