India Offers to Help Burma Restore Democracy


Indian President A.P.J. Abdul Kalam wants to help Burma implement democratic reforms.

Foreign Secretary Shyam Saran says Mr. Kalam offered to provide Burma with training in parliamentary democracy during talks with the ruling military government.

The foreign secretary said the talks did not include a discussion of Burma's detained opposition leader, Aung Sang Suu Kyi.

Mr. Kalam and Burmese officials announced three new bilateral agreements covering natural gas, satellite imaging and religious studies during his three day visit. He also met with students at Rangoon University.

This is the first trip to Burma by an Indian head of state.
