Tibetans holding handwritten Identity Certificate (IC) issued by the Indian Government as a travel document have recently faced inconveniences traveling abroad as the document was non-machine readable.

"We are aware of it. The inconvenience was caused by the circular issued by the International Civil Aviation Organization (ICAO). It has set a deadline of November 24, 2015 for globally phasing out of all non-machine readable passports. We have issued a notice urging Tibetans holding handwritten IC to apply for re-issuance of machine readable one," says Tsewang Gyalpo Arya, Secretary of Bureau Office of the Dalai Lama in New Delhi when inquired about the problems being faced by Tibetans holding handwritten IC.

The secretary added that around 17 people had approached the bureau office for assistance, while they continue to receive numerous inquiries on the issue.
