Kunleng discusses the US State Department’s just released report on the Sino-Tibetan negotiations which identifies China’s insistence on, “unreasonable and unattainable conditions’ for the resumption of dialog as being, “counter-productive and contrary to the expectations of the United States and the international community. We support dialogue without preconditions.”
